  3. This proposal describes a project to implement a more dynamic traffic flow control system. The methods used to regulate traffic have not changed as much as one would expect given the great technical advances in the last forty years. This project identifies some of the holes in the current traffic control system and describes a new system that could correct these holes. The plan is to have a central database that tracks all events and information regarding road conditions which would be used to update dynamic message boards and speed signs.

    Proposal Rating
    - Overall Syntax - 3
    - Overall Semantics - 5
    - Overall Other - 5

This proposal addresses a highly visible and widespread problem and has the potential to be successful and profitable. The author seems to have good background knowledge and has done solid research on the challenges the project would involve. Good references are made to issues involving the stakeholders and security and safety concerns. The scope of the project has been clearly outlined and the proposal provides a good level of detail. There are some grammatical errors and typos but overall the proposal is well thought-out and complete.

    Typos
    - change "smoothly drive" to "drive smoothly"
    - p. 5 "somewhat become easier" to "become somewhat easier"
    - p. 6 "in" should be "is" in "harmonizing speed limit signs in not exactly a complete traffic control system"
    - p. 7 add the word "of" to "variety techniques"
    - p. 11 "team meeting" should be "team meetings"
